"Difficult parking" become the problem that many cities face with but difficult to solve.In order to solve the "difficult parking" problem, a lot of manpower, financial and material resources was invested to the construction of a parking lot (library), to expand the parking facilities and improve the supply amount of parking.There is scarcity of resources in the era when we pursue maximized resource utilization, so we should advocate philosophy that a parking serve multiple owners. Because of the different types of land, attract parking in different time periods, we can take advantage of the complementarity between the different types of land to improve the parking’s utilization and turnover rate through the "different time" way.This article put forward the idea of opening up residential area parking by referencing the theory that foreign implement shared parking analysis theory "shared parking analysis (Shared Parking Analysis Theory, referred to as" SPAT "),the major work to do in this paper as follows:First, did a specific survey on the utilization of residential parking spaces from the concept of " different time parking", and analyze the factors that affect the residential parking spaces’s opening up to the outside world, such as:the number of returned vehicles、the number of leaved vehicles、time and so on,and establish a specific mathematical revenue model. Not only bring a certain amount of revenue to the owners of residential area but also meet the needs of foreign owners.Second, established a information management system for managing the residential area parking. It provide a strong technical support for the property to determine the appropriate median opening up parking, to achieve the maximum benefit, to avoid affecting the owners parking within the residential area. Not only provide the theoretical and technical support for the development of information systems of the residential parking, and also in response to a call for national development of intelligent transportation.Third, in addition, this article look Jinan City’s Fa Xiang Yuan District as research object, did specific case studies,did specific analysis and distribution simulation on data by the means of Matlab software data, programmed to solve the effective mathematical model by means of LABVIEW software. The running results show that the use of the mathematical revenue model can help us to determine X to ensure the district to gain maximum benefit. All this provid technical support and verify for the correctness and feasibility of the theoretical research and applications in this papers.
