With the rapid development of china railway transport, higher requirements had been raised for railway safety-risk management. The traditional mode of safety management with passive pattern should be replaced by more scientific method, which aims at improving the safety and stability of railway transport. In this paper, we make safety-risk management to the railway signal and communication (S&C) district, according to the process of risk identification, risk evaluation and risk prevention.This paper firstly introduces the basic concepts and characteristics of safety-risk management. Then the contents and significance of safety-risk management in railway S&C district has been proposed. We also conclude the main problems and disadvantages of railway S&C district from the four aspects, i.e. staff, equipment, organization and environment. Four first-degree indexes and nineteen second-degree indexes have been abstracted and compacted from the above risk sources, and an evaluation system of safety-risk management in railway S&C district has been established thoughtfully and scientifically. Based on the above evaluation system, we also present a matter-element extension evaluation method, in which the index weights are calculated by the fuzzy analytic hierarchy process.We also take Kunming S&C district as research case. We analyze the current situation of safety-risk in Kunming S&C district from the four aspects (staff, equipment, organization and environment), with the survey, collection and statistics of related safety data. The evaluation results, acquired by the proposed model, show that the situation of safety-risk in Kunming S&C district is good. It stays in the degree of paying no special attention. The shortcomings and corresponding improvement measure are also analyzed and given. This paper has five figures, thirty two tables, and forty five references.
