Operation and management sectors have paid high attention on the snow removaland disposal of river-spanning bridges, the transportation hubs of highway. However, arelatively stable system of emergency management has not been established. In thisdissertation, demonstration analysis was carried out and AHP(analytic hierarchy process)was applied to clarify the major factors in dealing with the snow disaster, according tothe change in the snow removal process of Sutong Bridge over the years. Thenfollowing the general principles of emergency management system, thecountermeasures to cope with the prevention, emergency response and recovery of snowremoval are proposed respectively. Based on these, a system of snow removalemergency management is established in the case of Sutong Bridge.Research and analysis results indicate that:It is very difficult to forecast the snow disaster situation accurately because theclimatic conditions on Sutong Bridge are complicated and inconstant. In addition, thepresent snow removal plans are incomplete and a relevant emergency decision-makinginstitution is lacking in emergency response, therefore the reaction sensitivity is tooweak to meet the sudden requirements in emergency.The factors with heavier weights affecting the snow removal emergencymanagement system are scientific leadership and management, pre-disaster forecastingand early warning technology, real-time traffic evacuation and guidance, disasterprediction, departmental communication and coordination, and staff organization andmanagement, etc.The snow removal emergency management of river-spanning bridges must beseparated from the routine ones, and the independent specialized managementinstitution must be clearly defined. We should build an emergency responsemanagement platform for snow removal, including emergency decision-making,command and coordination, rehabilitation assessment, and summary, etc.Two suggestions for carrying out the emergency management of the river-spanningbridges are put forward in this study:In the prevention stage, the complicated and inconstant climatic conditions make itdifficult to obtain exact predictions about snow condition through the local meteorological department. For this reason, we should enhance meteorologicalmonitoring system and keep a careful watch on the weather on the basis of forecast.Finally we must implement the real-time feedback channels in deed.Confirm that the responsibility for starting snow situation is dispatching commandcenter. Strengthen the responsible consciousness and acquaint the snow circumstancethrough different channels. Ultimately, start the snow removal in time. |
