| With the improvement of train operation speed and traffic volume,the harmfulness of railway emergencies and the difficulty of emergency response also increase correspondingly.In the process of handling railway emergencies with great impact in recent years,the problems exposed also reflect that there are still many deficiencies in China’s railway emergency management.Therefore,how to quickly and accurately obtain the event information after the railway emergency,make scientific and decisive decisions on the emergency plan,and handle the rescue safely and efficiently has become the hot content and research direction of the current railway research.At present,research on railway emergency management mainly focuses on the construction of system architecture,emergency response plans and drill evaluations,and development of decision-making systems at the level of China Railway Group and Railway Bureau.There is relatively little research on the actual operation process at the level of train service stations and depots.However,after an emergency occurs,various emergency response decisions need to be executed and implemented by operators and management personnel at the station and depot level.The comprehensive quality of personnel at grassroots stations and depots is similar to that of China Railway Group The gap between group companies is relatively large,which is also the link with the most problems and the highest risk coefficient.Therefore,by analyzing the current situation of emergency management in train stations and depots,identifying existing defects and deficiencies,and applying emergency management theory and evaluation methods,reference and guidance are provided for optimizing emergency management in train stations and depots,which has important research value for improving the level of emergency management in train stations and depots.This article first sorts out the basic concepts involved in railway emergency management,such as the definition and basic characteristics of railway emergencies,the definition,process,characteristics,and principles of railway emergency management,etc.Secondly,a detailed study was conducted on the emergency management system of train service stations and depots,summarizing the shortcomings of the current emergency management of train service stations and depots.Next,an evaluation index system for emergency management capability of train service stations and depots was constructed,using Analytic Hierarchy Process(AHP)and fuzzy comprehensive evaluation methods.A certain train service station and depot was used as an example for analysis and verification to identify weak links in emergency management.Finally,the paper puts forward measures and suggestions such as establishing and improving the risk factor prevention mechanism,improving and perfecting the personnel training and drilling scheme,promoting and strengthening the construction of the emergency security system,improving the degree of scientific and technological informatization,optimizing and adjusting the post investigation and evaluation system,which effectively promotes the improvement of the emergency management level of the depot and enhances the emergency response capability in emergency situations. |
