Strategic Research On Development Of China MSA Science And Technology Based On Strategic Management

As stated in HU Jintao’s report at the18th CPC National Congress, scientific and technological innovation provides strategic support for raising China’s social productivity and boosting our overall national strength, and we, therefore, must give it top priority in overall national development. China MSA, a crucial governmental institution for law enforcement administration and supervision, takes the responsibilities of maritime safety, security and the prevention of pollution from ships, and plays an important role in safeguarding the national economic development and maintaining social stability. Because of its consistent efforts, China MSA has gain considerable achievements in the innovation and application of science and technology. In spite of this, a handful of problems were exposed in scientific and technological innovation, such as the lack of overall planning, redundant and/or superficial study, inadequate management structure and unsound mechanism, withered implementation and, unsatisfied demonstration in applying techno-scientific achievements, etc.In this paper, the author takes a holistic view to maritime technology development. Based on the concept of strategic management, the author sets up an overall and long-term strategic goal for the development of maritime science and technology, and gives suggestions on how to realize this goal so as to boost maritime techno-scientific development, and to make China MSA more visible to the world.The author believes that the strategic study on maritime science and technology development and the exploration for a rational and reasonable development in maritime science and technology are highly conducive not only to making overall planning on our study in maritime science and technology, boosting the R&D and application of such cutting-edge technology as "The Internet of Things",3G technology, unmanned aircraft etc, shaping a better-technology-equipped China MSA system, but also to further improving our maritime policy decision and law enforcement administration, increasing our capability in administration and public service. Against the backdrop of a newly established maritime law enforcement system, I am convinced that our study will ultimately contribute to a stronger marine safety administration, and make China MSA more visible in maintaining China’s sea power.
