Quality control of metrology and testing of laboratory is to systematically optimize factors effecting quality of reports and certifications, such as technology, management and recourses, to an organic coordinated whole to accomplishing the quality objectives, under the guidance of quality policy.Developments of the metrology and testing market put forward higher requirements of the metrology and testing quality. JJF1069"Rules for the Examination of the Service of Legal Metrological Verification" was revised. Contents and difficulties of the examination of the service of legal metrological verification were added. In this context, analysis and study on the metrology and testing quality of M Institute of Metrology are of great significance.Among the activities carried out in the laboratory, process and results of metrology and testing are the main factors affecting quality control. Quality management was achieved by controlling such related factors.Quality problems were discovered by statistics on the error rate of type evaluation reports of M Institute of Metrology. Statistics and analysis were conducted using methods and tools of quality management such as Pareto diagram and control chart. Then the corresponding reasons were found. Quality problems of metrology and testing of M Institute of Metrology, such as human resource, measurement traceability, method, environmental facilities, inspection business process and laboratory site management, were further analyzed.In accordance with the classification of factors of process quality control and result quality control, improvements on the factors affecting quality control of metrology and testing were proposed to enhance the level of ability and service of metrology and testing, and to improve the overall ability of the laboratory to integrate with international standards. Strong competitiveness will be still kept after the open of calibration laboratory.Uncertainty evaluation has become an important technical indicator of laboratory accreditation. All the laboratories need to learn and study uncertainty constantly. JJF1059"Evaluation and Expression of Uncertainty in Measurement" was revised in2012. New requirements of uncertainty evaluation were proposed. Examples of basic steps of uncertainty evaluation of stoichiometry were made in this thesis.The6S site management method has been applied in many fields and good effects were achieved. The method can also be used in the metrology and testing laboratories to improve work efficiency, and to reduce lost items rate and time looking for items.Improvements on quality of metrology and testing require quality control of the whole process and following the PDCA Cycle to achieve continuous improvements.
