With the changes in the economic situation, how to read intelligent mete and how to get a convenient payment is on a new agenda. According to the need of market optimization, integration of a variety of convenient and efficient application such as intelligent power management system and remote meter reading system will be the next generation of the meter. The new R&D expenditures of electrical measuring instruments will focus on the optimization of human-computer interaction function. Based on the smart meter industry status quo, it has mainly done the following aspect job in this paper:(1) Power meter measurement principle, including the introduction of energy measurement, the input transformation circuit theory, analog multiplier module and the contrast of the digital multiplier module, as well as the current frequency converter, introduce the principle of divide counters and display.(2) Realization of the power meter hardware structure design. The main chip is the core of the embedded system, which determines the effectiveness of the work of the entire system. This paper describes the specific design and principles of the realization of smart meters based on the PL3200chip, which contains clock circuits, power modules, front-end conditioning module, keyboard and display module and storage module, and discuss the connection of digital and analog in detail.(3) Describes the basic process of software design of smart meters. PL3200embedded within the enhanced51core C programming. Software design uses the hierarchical design methods to classify the function required to achieve, and then draw the program flowchart.(4) Specifically introduced the detection technology must be carried out before the meter into use. After referring to the large amounts of data, accessing to the site of the latest detection technology, and comprehensively summarizing the experience of their predecessors’paper, then writes the part of the detection technology of power meter.In this paper, theoretical studies and hardware design of smart meter based on the chip PL3200has been implement. Through the introduction of the PL3200’s internal structure and characteristics, use the ALTIUM software to connect the hardware module. Realization of PL3200-based smart meters highly integrated performance and extra features, which greatly simplifies the circuit wiring, reducing the volume of the energy meter, improved anti-jamming capability of the product, making the wide range of applications in the electricity meter industry.
