The charging service has been for a long time, and could be found in many industries. With the scale expansion of the enterprise and the volume of the business increased dramatically, the labor costs would be surging as a result. Meanwhile, the decline of the business performances caused by the increase of the number who come to pay fees will get the contradiction between enterprise and customers more intensified. Furthermore, the heating firms are special in charging manners, basically one month before heating supply on the whole, consequently the error rate for toll collector would raised.This paper is mainly a system based on the DaFa Heating Firms’heating charge software development program. This software is also applied to GanQuan, SanFa, SanFeng and QiXin Heating company. The author is responsible for the overall design of the System, the code development and the report design and fulfill assisted by professionals. The system uses a framework supported by Visual Basic as client, combined with the persistent data service supported by SQL Server database from server-side, conform to the of software engineering development theory, then performing demand analysis, system design, realizing and testing, it’s a well practice of application development for desktop heating software.This paper firstly defines the essential technology and network structure that the system needs to use, and describes it in detail. Then analysis the functional requirement of the system, defines the input and output. The implementation step of the server-side and the database design, service layer design, interface design of the system are all identified through further business process analysis at system design step. The framework design of the Heating Charge System and the implementation details of the System Outputting Report are described in system implementation section. Finally, the system function is tested by relevant business logic formula combined with the "black box" test theory.This paper achieves all sorts of information forms that the Heating Firms requires, and adopts Microsoft Visual Basic User Interface design framework in the client, which makes the similar experience to Windows systems, so users can easily learn and familiar with the operation procedure. The Bank-Paying-Instead achieves real time connections with bank systems, so Heating Firms could keep the charging status and statistical information on time. The report design module supports the function for user to design report freely, so users could design the report they need according to the changing of the heat charging condition and their demands, and then link it to Microsoft Excel to get a familiar output mode. The statistical and analysis capability of charge, arrearage and cutoff is also discussed. Now the system has been checked and accepted by customers, and officially launched.
