Nowadays, maritime accidents happen frequently, among which 80percent are related with human factors. Recent years, in the three major elements of the maritime accident: human, machines and environment, the researches about human factors are much more than the other two. This paper studies the problem depends on the vessel and environment factors, mainly through analyzing previous maritime accidents, studying the conditions when they were happening, so to summarize experiences. These vessel and weather factors include, the malfunction of the vessel, the problems that exist at the navigational sea area and the meteorological reasons such as wind, rain, snow, frog, waves, hail, temperature, visibility and so on.Computer communications technology are advancing day to day, makes database more and more used in all aspects. We can use the database to achieve the management of the maritime accidents, and design a maritime accidents management system which based on a type of software. There are some types of software that can be used to develop databases, by studying the advantages and disadvantages of various types of software; this paper chooses Visual Basic6.0 to be the foreground interface and SQL Server 2000 to be background database to design this maritime accidents management system. Functions can be achieved by this data base management system include: add, modify, and query of marine accidents, sea area information, vessel information, loss information, rescue information and so on. The system has the virtues of easy to use, friendly interface, rich content, plenty of graphics and context, simple operation, low requirements of user's configuration and so on.This paper uses the method of needs analysis to conduct a detailed analysis of various non-human factors and their composition attributes of the accidents. In addition to analyzing the environmental and vessel issues, this paper also considers the loss and the follow-up relief work of the accident; this makes the improvement of the entire framework of maritime accidents of great significance. The completion and putting into use of the system helps to determine navigational risky and secure area; contribute to the readjustment of structures and distributions of ports; help to draw lessons thereby enhancing security management of vessel, crew, port, classification societies, shipping companies and so on; provide basis about the layout and equipments configuration of new established relief and aid sites.
