| In recent years, real estate industry becomes more and more competitive in china. Inorder to win in the competition, enterprises must make the greatest efforts to reduce the costof the project in the context of ensuring safely, quality, schedule. But the traditional costmanagement exists the incomplete organizational structure and system standards, costmanagement system awareness misunderstanding and backward cost management, it makecost management level is not high. In order to get rid of the dilemma, real estate industryurgently find an advanced cost management system to guide the reform innovation andachieve efficient cost management. This paper based on the comprehensive cost managementtheory, looking to build a new cost management system in order to solve the real estateindustry’s cost management problems and improve cost management efficiency.First it introduces the background and the domestic and international research generalsituation. Finally, combine with actual cases it analyses the comprehensive costmanagement system’s operation form the project cost management organization，systemsecurity, implementing the target cost management of project and full life cycle stages of costcontrol measures these aspect.
