Study On Standardized Administration On Safety Of Shipping Companies In Shandong Region

Maritime traffic safety concerns with companies, ships, crews and circumstance factors, while the safety operation of shipping companies is one of the crucial factors among them. Shipping company safety is connected with two aspects:Shipping companies’ safety operation is the internal safety factor and relevant government administration such as Maritime Safety Administration is the external factor, while Shipping companies take main safety responsibility, Meanwhile the government administration in accordance with the laws and regulations requirements, formulates shipping safety management system, controls the shipping market, supervises shipping companies’ safety management, that is an important regulating and promoting role.Through investigation and analysis, currently government safety supervision and shipping company safety operation come with deficiencies:imperfect management system, backward management means and non-significant effect, etc. Therefore, In this article, the author selects the administration of safety of shipping companies in Shandong region as object, studies the modern standardization and safety management theory, analyses the status&problems of Shandong region shipping company safety operation and government safety supervision, deliberate the possibility to take Management Standardization Theory in shipping safety administration, therefore deserve to actively explore and research.In the article, the author absorbed relevant international and domestic industry standardization research achievements, especially related modern safety management standardization theory, the International/National Safety Management (ISM/NSM) CODE, which is now mandatory, and experience on Safety Management System in some shipping companies. Then the author proposed the standardized safety administration system for shipping companies in Shandong area, specified the detailed contents such as the company’s organizational structure, operation mode, operation requirements and other various aspects, that provides with guidance for safety administration and improves shipping companies’safety operation and scientific management level.Meanwhile, according to requirements of government function transformation and facilitation, this article also analyses laws, regulations, responsibility and condition of government safety supervision, especially the situation and problems of mandatory Safety Management System audit and regular administration of shipping companies’ safety operation, focuses on the feasibility of the standardization on government safety supervision, and put forward some concrete measures for the government.
