Shipping is an industry with high risk. "Safer navigation, and cleaner ocean" is the goal of shipping industry and is the need to keep the balance of ecology and the sustainable development of human beings. However, the frequent occurrence of maritime accidents causes big threats and large damage to the safety of lives and shipboard properties, ocean environment and the social development of those suffered regions. Therefore, that how to effectively improve the safety of shipping system is an issue for shipping industry. With the lessons learned from disastrous maritime accidents, the use of scientific management method being made to pre-control maritime accidents is further emphasized by International Society. Safety Evaluation, as one part of scientific management, is one of the most important methods.Safety evaluation is one of the most important parts of safety system engineer, and is also one of the most important technical means of implementing safety management. The final purpose of safety evaluation is to bring forward a countermeasure to minimize the risks and prevent maritime accidents from occurring. In maritime accident prevention field, Formal Safety Assessment (FSA) is a method of safety evaluation greatly recommended by IMO. With systematic and structured features, FSA has been emphasized by international shipping industry, and has been developed to different extent. But the application of FSA to safety practical operation still exist a heavy lag, and can't combine with the practice of maritime safety management. Aiming at the above-mentioned issue, the paper starts with safety system engineer to study the source and character of FSA theory and relevant shipping safety management theory, and finds out that FSA is a guidance and a more systematic, integrated and formal evaluating process in essence after analysing the developing history of FSA.Therefore, the use of lots of qualitative and quantitative analysing methods can be taken on FSA system to improve the development of the whole shipping safety evaluation science.The whole maritime industry has come to a common understanding that the safety of maritime transportation can be improved by enhancing themanagement of safety. Ship safety operation is directly under the management of shipping companies, and ship safety condition is closely related to economical benefits, so the fulfilling of shipping company's safety management is urgent and has a direct influence on ship's safety navigation. Therefore, it is necessary to implement scientific evaluation on the safely management condition of shipping companies so that some reasonable schemes can be brought forward to improve and enhance safety management level of shipping companies and the aims of minimizing or eliminating risk and potential hazard and preventing the accidents from occurring can be achieved.Nowadays, the study on safety management evaluation on shipping company is very simple, say nothing of systematic and thorough reasearch. So, the paper tries to apply the FSA theory on the safety management evaluation of shipping company to obtain a scientic assessment.Aiming at the evaluation on safety management of shipping company, the following work have been carried out:- to consult lots of literatures of safety evaluation, FSA and safety management,- to do some consultancy work, systematic analysis and specific questionaires to obtain target system of shipping company's safety management,- to confirm the value of target's right by applying "Delphi" method and "AHP" method.Shipping safety is a comprehensive system engineer consisting of lots of subsystema which targets have a comprehensive relation and are difficult to compare. So, it is important to choose the quantitative method adapting to the object to be evaluated.
