To this end, the Jilin provincial governmentproposed a "transit convenience" project, requiring municipalities (counties) to developurban public transport special plan in accordance with the requirements. Scientific andrational planning of public transport is an important guarantee for the steady developmentof urban public transport, Optimization of urban pubic transit networks is one of main partof urban pubic transit planning. To optimize the public transportation network, givingpriority to the development and implementation of public transport policy become aninevitable state of the road to mitigate urban road traffic congestion. Public transportationnetwork optimization is also less investment and quick, easy to implement effectivemeasures. Reasonable bus routs network design imposes important impact on improvingthe service level of public transport system and its overall efficiency and optimizing urbantraffic structure. In this context, this paper takes LiaoYuan city public transport as researchsubjects, combined with the theory of network planning, to study its public transportationnetwork planning.First, selecting the length of the bus lines, non-linear coefficient, publictransportation network density, network coverage, bus stops and bus lines coveragerepetition factor and other indicators, the public transportation network analysis indicatorsystem is established for comprehensive analysis and evaluation of Liaoyuan City publictransportation network. Pointed out the problems of Liaoyuan City public transportationnetwork, and put forward the corresponding measures and suggestions. Secondly,summarized the principles, basic methods and techniques of passenger forecasts and take"Four phase" method as predicting the basic method. Select the appropriate model for thegeneration of Liaoyuan City residents travel volume, residents travel distribution (ODmatrix), model split and passenger assignment. Finally, based on the summary of the basiccharacteristics of public transportation network, defined the principles, objectives andaffecting factors public transportation network planning. Based on the " Combining EachRoute, then Form the Network " and "Hierarchy Analysis", presented "Combining EachRoute, then Form the Network Based on Hierarchy Analysis" and then the Liaoyuan Citypublic transportation network planning was studied.
