Since the 1980 s, the urban construction of china has got great development, and the related development and construction of new urban districts has become the most successful. In the development process of new urban districts, the transit network planning of new urban districts is a very important part. Because it has greater differences between new urban districts and the built city, the traffic characteristic is also different, so all conditions which needed in the stage of traffic demand forecast is difficult to satisfy in the study of transport planning of new urban districts. Meanwhile, traffic survey can’t be implemented at the early stage of new urban districts construction, the data material can’t be achieved, so the traditional four-stage method is difficult to apply in this condition. Therefore, it is heavily urgent and important to find a suitable traffic prediction model for new urban districts.Firstly, the notion of new urban districts is introduced, and the types of new urban districts is summarized, then the research object of this paper is reduced, and then the research idea is determined. Through analyzing the development environment of the public transportation of new urban districts, it expounds the space form and structure relation of new urban districts, the requirement and the necessity of the development and construction of new urban districts, and the passenger flow characteristics of new urban districts. Then, it clarifies the bus development orientation of new urban districts combined with its development tasks and requirement.Secondly, it emphasizes that land use play the vital role in new urban districts’ public transportation planning from the starting point of functions and features of land use of new urban districts, which takes the epitaxial new urban districts as the research object and takes account the shortcomings of the conventional traffic generation forecast method under the backgrounds of new urban districts. Based on these, the influence of population, area, location influence coefficient, land use intensity of each traffic area to traffic generation forecast is considered comprehensively. Then it proposes the model of the generation and attraction quantity allocation proportion of each traffic zone according to the general planning of the new urban districts and the correlation research between the land use type and transportation demand, and the complete model of trip generation and distribution forecast step based on the land use and coefficient of location influence are built. Subsequently, from the point of the selection of path, node, hub node and original-destination, the initial public traffic network is designed, and a bus routes optimization model based on the passengers, bus companies and society is presented, the model’s goal is to minimum the generalized cost, then sets the public traffic network of new urban districts reasonably by use of this model.Finally, take the Lanzhou new urban district as an example, from the point to the surface, it solves new problems by using new methods, and put forward the scheme of transit network planning of planning year, then verifies the correctness and feasibility of new model.
