Ship navigation safety has been focused in the shipping industry.The shipping countries in the world do a lot of work in the ship navigation safety aspects,but maritime traffic accidents have also occurred and caused serious consequences.In recent years,with the rapid development of shipping industry and marine science technology,as ships is developing to larger,higher of speed and profession,maritime shipping density is also increasing.To improve the efficiency of transport in the marine transportation industry at the same time,it has also put forward higher requirements on the protection of the safety of maritime navigation and marine cleaning.In order to improve the safety management of the ship transportation,it is necessary to make a quantitative assessment of the risk condition of the ship sailing to predict the risk in the course of the voyage and take necessary safety measures.In recent years,aiming at different application background,there is a large number of experts and scholars making research on maritime navigational safety risk assessment,and having achieved fruitful results.But the evaluation of the model(or model parameters)are generally applicable to the specific application background.For meeting the needs of COSCO Group's project construction about ship safety risk assessment system,and pointing at the ships navigation security risk assessment method research,the article do research on ship navigation safety risk assessment evaluation method with departure from the division of ports and different sea areas.The article has applied the process theory,which is based on identifying marine risk,and has established navigation safety risk evaluation index system in port waters and sea area.It has used combination methods of principal component analysis method of weight analysis and multiple correlation coefficient in ship navigation safety of port area,and has established the multi-port bulk ship navigation safety risk assessment model,and when the number of port is less,a vessel of Euclidean distance navigation safety risk assessment model has been set up based on ship navigation.for different sea areas in the route,owing to being difficult to obtain or have no quantitative criteria part of the sea voyage or environmental information,and being mainly based on subjective judgment experience of the crew,the article has applied entropy weighting method,and respectively established fuzzy comprehensive evaluation model based on fuzzy navigation entropy weight and fuzzy petri net model based on fuzzy navigation entropy weight.According to the requirements about the first phase of the project,it also selects maritime Silk Road to carry on the sea area division,and chooses the Taiwan strait area to carry on the risk assessment,in order to verify the applicability of the model.By comparing the risk assessment results of each model,the applicability of the model is verified.
