In recent years, with the rapid development of economy and trade in our country, both the species and volumes of Bulk Chemicals have grown markedly. Usually, Most of the poisonous and harmful liquid substances are transported in the form of bulk cargoes by the special ships, only the less parts adopt land transportation way. In the context of sharp rises in freight volumes, the probability that pollution accidents of liquefied cargo tankers will occur has also gradually increased year by year. If any accident occurs, the leaks of toxic and harmful liquid substances would be a huge threat to water environment and people’s property security. As the water traffic safety authorities in China, MSA, takes the more and more regulatory pressures.The paper analyzes the composition of the domestic bulk chemicals’ accident emergency rescue system, points out the shortage of current Marine chemical emergency rescue system, and explores the decisions aiming at the bulk chemical accident emergency rescue. In order to improve the supervision efficiency of maritime sector, according to the characteristics of Dalian area, especially Xingang Port, the paper puts forward construction ideas and perfect measures of the port bulk chemical accident rescue system, moreover, explores the practical decision support technologies about the emergency rescue, establishes disposal files of common liquid chemicals.
