Worsening natural environment conditions on the economic development put forwardlow carbon requirements, since the building carbon emissions in China accounted forone-third of the total, developing low-carbon buildings become important loops ofChina’s low-carbon economy. At present China’s low carbon buildings have mushroomed,but the actual construction the result is not satisfactory, brought a series of problems. Inorder to explore the issues in detail, we studied some domestic typical low-carbonconstruction projects in this thesis. There were two main aspects to summarize theproblems. One is the management problems, including unclear management objectives,vague position management organization etc. The second is technology issues, includingwithout considering the pre-integrated of low-carbon technologies, no quantitativeevaluation system for the construction, and the construction and economic risks theycaused. And the root causes of these problems is the project management model can notfully meet the low-carbon construction and management requirements of the entireprocess.In response to these issues, we build a new low-carbon construction management modein this thesis, a professional third-party management is introduced here to be responsiblefor the effect of the low-carbon building. It will solve the problems that exist in thecurrent low-carbon construction management in theory, such as providing professionaltechnical support to reduce the risk of building, etc.In order to verify the effectiveness of the management mode, this thesis also studiesWuhan International Expo Center project as an example, builds the evaluation based onthe theory of fuzzy comprehensive evaluation model and index system to evaluate itsapplication results. The evaluation results show that the management mode is runningwell, it can promotes the project’s low-carbon construction management efficiency and the realization of the goal of low carbon construction. It has proved the validity of themodel through pre-practice, and it will provide a good reference for future low-carbonconstruction management.
