Currently, the sustainable development of human beings are under the threat of global climate changes. How to reduce greenhouse gas emissions has become a focus problem worldwide. It is shown from relevant data that industrial, transportation, and construction make the most contributions to energy consumption, as well as to carbon emissions.In order to make an evaluation precisely on the carbon emissions of differenttravel modes of urban passenger transportation, car travel mode is taken as an example, and the life cycle assessment methods is applied in this study based on the carbon emissions standards of measurement. Determining the boundaries of the analysis system, inventory analysis and establishing calculation model are used in the analysis process. According to the above three steps, The greenhouse gas emissions of other travel models are also analyzed from the life cycle point of view The gases emissions of each travel model is compared eith each otherand the results show that the car mode GHG emissions is the highest and the most low-carbon model is the bicycle mode, and the public transport is in between.With the continuous development of Tianjin city, the level of motorizition keep increasing.It seems to be urgent to look for a reasonable low-carbon transport development modes. Traffic situation and tendency in Tianjin City is analyzed in this paper, and the common mode of transport development around the world is also introduced. With the help of Scene Analysis Method, combining with the prodictions of transportation development trend, the suitable low-carbon transport development model is put forward in the study.Facing the pressure of rapid individual motorized development, the use of administrative measures and price measures to regulate urban transport mode is also an important method of transportation management. The car limit metod of administrative measures and the charge method in the price measures arestudied in this paper. The impact of the above managements to the carbon emissions of transportation system are evaluated. Combining with the analysis of low-carbon transport development pathways, some inspiration and reference is hoped to produce for the low-carbon transport development in the similar domestic cities.
