The Technical Research Of Cost Management Regarding The Whole Process Of Highway Maintenance

In recent years, highway maintenance is becoming more and more arduous. The costmanagement of highway maintenance is increasingly subject to people’s attention recentlywith the serious insufficient of highway maintenance funds and the new challenge ofmaintenance caused by taxes reform. However, the existing cost management technologycannot meet the needs of the new circumstance. How to reduce the maintenance cost on basisof engineering quality and maximize the efficiency of limited funds has become the key issue.Therefore, based on the actuality of highway maintenance in Yunnan province, the costsmanagement technology regarding the whole process of highway maintenance has beendeeply studied in this article. The research results have important guiding significance to themanagement of highway maintenance cost. The main contents are as follows:(1) The currentsituation and source of costs were studied at home, especially Yunnan province,the level ofinvestment were analyzed,the cost of typical road sections in Yunnan was researched andanalyzed, which provide reference for high maintenance cost controlling.(2) The influencingfactors of maintenance cost have been researched intensively in terms of highwaycharacteristic, pavement performance, maintenance standard and life cycle cost.(3) Thequantitative relationship of daily maintenance cost and influencing factors were defined, theevaluation model of daily maintenance cost was established.(4)Combined with themaintenance cost of typical road sections in Yunnan province, cost for maintaining the servicelevel of road and holding minimum Pavement Performance, the intervals of maintenance costhave been determined, the maintenance cost evaluation system has been established based onapproximation method and hamming distance decisions.(5)The management methods ofdaily maintenance cost were research; the management methods of intermediate maintenanceand major maintenance cost have been studied intensively by four stage, including investmentstage, design stage, construction stage, acceptance and completion stage.(6) The costmanagement approach of special maintenance has been put forward, including regenerationproject, transportation electrical and mechanical facilities, detection and emergencyengineering.
