Faced with the dual pressures of energy and ecological environment,“low-carbondevelopment” has become the hot topic in various fields, countries around the world chooselow-carbon development in order to achieve sustainable development. Transportation industrytakes a "high" place in various carbon emission rank lists. Urban transport system is the keyareas which emits a great deal of carbon gas in the transportation industry. The decrease ofurban traffic carbon emission can make a great contribution to reducing the wholetransportation carbon emission. At the same time, how to reduce carbon emissions and thenpromote the low-carbon development is the key link for urban transport to achieve sustainabledevelopment. And building a low-carbon urban transport development mode become the mostimportant point. Therefore, this paper tried to build a realistic low-carbon urban transportdevelopment mode through systematic studies.Firstly, this paper discussed the related theory about low-carbon urban transport,including the meaning, characteristics and impact factors of low-carbon urban transport, andthe meaning, forms and approach of low-carbon urban transport development mode. Secondly,the paper analyzed those problems which are appearing in the current situation and process oflow-carbon urban transport development in our country. And then, based on the experiencesof developing low-carbon transport in typical countries and cities, and comparing main modesof urban transport development, the paper proposes “multi-layer complementing andmulti-way coordinated developing” low-carbon urban transport development mode, accordingto the actual situation of our cities. Finally, the paper selects Xi’an to be an empirical example,and proposes some relevant measures to Xi’an.
