Xi’an Low-carbon Transport Development Strategy Research

As the main characteristic is climate warming, global climatic issues has becomethe focus of human’s, and it’s serious impact the global ecology, energy, water, etc.Domestic and foreign research found that carbon emission is the main factors that affectthe global climate warming. Copenhagen Protocol of2009put forward a consensusthat we must significantly reduce the carbon emissions from the perspective ofscientific, Low carbon has become the theme of our era. The meaning of low carbon isto meeting the demand of the various aspects of modern society with the lowest carbonemissions and Low carbon is the most effective way to achieve environmentalprotection and economic development in harmony and deal with global warming.At first, this paper have a research and compare the present development andachievements of low-carbon transport at home and abroad, analysis and summarize thedevelopment experience of low-carbon transport development. Have a depth analysis ofthe low-carbon development, low-carbon economy, low-carbon city and low-carbonsociety. Compare the relation and difference between low-carbon transport, greentransport and sustainable transport from the concept and characteristics aspect. Furtherclarify the essence meaning and development direction of low-carbon transport. Basedon the urban internal traffic system as the main research object, summarized theinfluencing factors of the urban traffic energy consumption and vehicle emissions.This paper takes CO2emissions as the main research object of urban traffic.Combination with the urban traffic status of Xi’an, use the bottom-up model toestimates urban traffic CO2emission of Xi’an in2008. Identify and have a furtheranalysis of the four important factors that affect CO2emissions of urban traffic. Selecttransportation as changing factors, using scenario analysis method to predict city traffic CO2emissions of Xi’an in2020. Test and verify the emissions reductions of changingtransportation and the emissions reductions potential of Xi’an urban traffic.Finally, the paper put forward the development strategy of low-carbon traffic inXi’an, based on the four primary influencing factors of urban traffic CO2emissions.Have a research on the background of Xi’an develop the low-carbon traffic, raise thedevelopment target and development strategy. Put forward the implementationmeasures of Xi’an low-carbon traffic strategy from three aspects: policy, technologyand planning.
