| In recent years, the number of accidents and the death toll in real estatedevelopment projects account for more than50%of those in national housing andmunicipal projects. Enforcement of safety management by developers can improve theproject’s safety performance, and safety assessment is an effective means to enhance thecompany’s safety management level. However, it lacks relevant practices and researchon developers’ safety assessment in the domestic academia at present. In order toaccurately evaluate the current level of developers’ safety management, and find out theshortcomings for targeted improvement, this paper attempts to establish a reasonableand effective indicator system on developer’s safety assessment, so as to ultimatelyimprove the safety performance of real estate development projects.The owner’s responsibility of safety management in existing legal norms, and theresearch and best practice on owner’s effective measures of safety management at homeand abroad are the basic foundation of developer’s safety assessment. This papercollated and summarized the owner’s responsibility and effective measures of safetymanagement through the approach of literature review and practical survey. Then thepaper built a developer’s safety management system with reference to the concept andoperation process of OSHAS18001’s specification, and assigned the responsibility ofsafety management to the developer’s internal functional departments. The above twoparts of work prepared a theoretical basis for developers’ safety assessment.Safety management system is the guidance of safety management behaviors, and inturn safety management behaviors are the guarantee of safety management system’seffective operation, so both system and behaviors are essential to promote theimprovement of the safety management status. This paper established an indicatorsystem about developer’s safety management, which contained two primary indicators,16secondary indicators,37three-level indicators and227detailed indicators to evaluatethe developer’s level of safety management from the two perspectives of safetymanagement system and behaviors through panel of experts. Afterwards, the paper usedthe indicator system to evaluate12city companies and8regional companies of onelarge domestic developer from the year2010to2012, and through the results of evaluation on those projects’ actual safety management status the paper verified theeffectiveness of the indicator system.In order to enhance the efficiency of the safety assessment, the paper used thetwo-year basic data to optimize the indicator system through correlation analysis,theoretical derivation and analysis of unbalanced principle, verified the validity throughsimulational evaluation, and further extracted20core indicators with each indicators’weight in the optimized indicator system determined through the methods of traditionalAnalytic Hierarchy Process (AHP) and Improved Analytic Hierarchy Process (IAHP).The developer’s safety management system and the internal functionalresponsibility matrix established based on developer’s responsibility and effectivemeasures of safety management can be regarded as a reference for developers’systematic safety management. The indicator system of developer’s safety managementcan evaluate the developer’s level of safety management comprehensively andeffectively, and the optimized indicator system and the further extracted core indicatorscan evaluate developers’ safety management level in a simplified mode whilemaintaining the effectiveness at the same time. |
