In recent years, the air transportation of China is growing rapidly. With the increase of flightsflow, the sector’s traffic becomes congested and the air traffic complexity grows. The air trafficcomplexity not only reflects the structural characteristics of the sector, but also reflects the interactionof aircrafts within a sector. The air traffic complexity is a key criteria for sector optimization, and itcan balance the air traffic complexity within a sector through adjusting the sector’s structure. Most ofcurrent sector optimization research is based on the controller’s workload, which depends onsubjective factors greatly, but ignores the objective structure of the sector and the air traffic flowinformation. Therefore, in order to grasp the air traffic complexity of the sector accurately andrationalize the sector’s structure, the air traffic complexity needs to be studied urgently.On the basis of previous work, this paper proposed a sector optimization metric based on the airtraffic complexity. First of all, analyzing the main characteristics of the trajectory prediction, thispaper proposed the trajectory prediction model based on GM, and then established an air trafficcomplexity metric of the sector on the basis of trajectory prediction. Besides, an example verified thepracticality of the model. Then it established a sector optimization model based on the air trafficcomplexity as the improvement and addition to the traditional dynamic sector optimization, andfurther balanced the air traffic complexity of the terminal area sector. Finally, the system of sectoroptimization based on the air traffic complexity is designed and realized, then some typical instancesare used for the simulation, which shows effectiveness and practicality of the model.
