With the rapid development of national economy and the increasing of traffic demand. Thecontradiction between capacity and flow is becoming conspicuous as well as the problem of airtraffic congestion and flight delay is becoming more violent due to the irrationality of the airspacestructure and traffic flow distribution. What’s more, the safety of control and flight work isthreatened. In view of the terminal area is the bottleneck of airspace volume enhancement. Planningthe terminal area scientifically and reasonably, optimizing the air route and the sector partitioningsystematically is essential to enhance the airspace serviceability. As the most important part ofterminal area planning, sector optimization technology makes a significant contribution to theenhancement of airspace resources utilization, reasonable air traffic flow distribution, promotion ofterminal airspace capacity and the ensurance of flight safety.In this paper, a method of sector partitioning is proposed based on the Voronoi and the trafficcomplexity according to the current situation of terminal area in our country and the precedingresearches related to the terminal planning. This paper mainly considers the airspace nature and flowcharacteristics such as air route structure, aircraft type and flight type which influencing thecontroller workload directly. First of all, this paper analyzes the research situation in and abroad inrecent years and introduces the basis theory, regulation and principles of the sector partitioning. Thenthe definition and the generating method of Voronoi, the influencing factor and statistic method ofair complexity are raised. After that, this paper analyzes the constraint conditions and constructs thesector partitioning model which is based on the balancing of the sector traffic complexity. Thenaccording to the use of branch and bound Algorithm in Guangzhou terminal control airspace,achieved the optimal design of sector structure of Guangzhou terminal control airspace, verified thefeasibility and effectiveness of the model. Further more, this paper also put forward a novelty notionof dynamic sector partitioning based on the airspace blocks, which aims to improve the situation ofsector flow surpass the capacity in busy time interval in the practical operation, further balance theflow and controller workload among terminal sectors.
