With the construction market liberalization and investment scale, how to improveproject bidding management and cost management has become the focus of theowner.Meanwhile, in the list valuation standard under the influence of this new way ofpricing, how to improve their owner party bidding management methods,to better safeguardtheir own rights and interests,and form a scientific,effective bidding management system.Along with the increasingly deepening the study of the engineering management,theinvestment control of the project to completion and settlement of this phase of old ideashave been challenged,instead it is more and more people pay attention to the beforehandcontrol,mainly tendering cost management in the bidding stage.Active management notonly at this stage for the subsequent overall investment control work foundation and thepractical control of the whole process of investment control play a decisive role.This article through to the analysis and research of the bidding stage investmentcontrol,combining the domestic and foreign research results of the bidding management.Through bidding,bidding process,qualification,the compilation of tender documents, bidevaluation method several aspects seriously affect the bidding management of each link isstudied and factors.And system of bidding were summarized and the key and difficult pointfor investment control,and combined with the characteristics of this stage to developeffective solutions and improved.This article also put forward the mathematical model ofthe auxiliary this method solve the management problems of this stage, make themanagement work from qualitative to quantitative. This method is verified by actualengineering practice of the reliability and value.
