There are rich hydropower resources in China, so it is convenient to develophydropower project, one of the small hydropower resources is the most widely distributed.The development concept of low-carbon and environmental protection has deeplyimplanted in people’s heart, the use of clean energy has been gradually received attention,especially facing the environmental protection problems which exists in the developmentof urban governance, the importance of environmental protection has been deeplyrecognized. The development of hydropower resources is an important type of cleanenergy and the country vigorously support the construction of small rural hydropowerstation, the pilot project of expansion and renovation of rural hydropower efficiency wasofficially launched in2011,involving Chongqing, Zhejiang, Hubei and other provinces andcities, rural hydropower stations where installed capacity is less than50,000kilowatts in asingle station which completed before the end of1995will be remoulded.In2011, smallhydropower stations have been built over60counties in Shanxi province, and610smallhydropower stations have been built. The434old rural hydropower in Chongqing hascompleted the transformation in the end of2012,Anhui Province in March2013hasreceived40.17million yuan of national budget for the expansion and renovation of ruralsmall hydropower station investment.There is an effective way to realize the effective operation of small hydropowerstation and producing high-quality hydroelectric power, integrated automation controlthrough the establishment of monitoring system on small hydropower station. In thecontext of the rapid development of computer technology, small hydropower stationcomputer monitoring system become the main development direction of the currentresearch for small-scale hydroelectric power monitoring system of small hydropowerstation. The research of this subject takes the Qijiang Zaojiaolin small hydropower stationof Chongqing as a background, in response to the characteristics and needs of smallhydropower station, take advantage of Kingview software design platform for the designand development of the computer monitoring system for small hydropower station.First, the paper introduces and analyzes network communication of small hydropowerstations, on this basis, the design of this topic is completed by using multiple-protocolnetwork connection through the comparative study of protocols such as RS-485,CAN and Ethernet networks as well as Modbus.In remote data transmission using optical fiber and3G public network as mutual backup of redundant to achieve connections, raising a newapplicable compression method for industrial data based on the difference value and theHuffman coding data compression algorithm mutually binding, improving the real-time ofdata transmission on network, the network connection can provide the necessary interfacefor at the same time for expanding the function of Mobile phone browsing,and lay thefoundation for small hydropower omni-directional stereo monitoring research.Second, devising the overall design of the small hydropower station computermonitoring system. Make the study describes of demand for construction of a smallhydroelectric power system analysis and design principles at the small hydropower ofQijiang Zaojiaolin as the background, given the actual situation of small hydropowerstations, the study illustrates the structure and composition of the small hydropower stationcomputer monitoring system and task functions, and examples the equipment selection fordesigning computer monitor and analysis shows.Then, studied the optimization of the data compression on the data transmission inorder to improve the efficiency of the transfer of data in the monitoring system for researchobjectives and designed a coding compression method as difference data correlation basedon Huffman coding. Summed the existing features in the transmission of the system by theanalysis and comparison of the system data, through the comparison and analysis ofseveral compression encoding mature, in response to the data characteristics of the system,a compression algorithm based on the Huffman coding of the data correlation is proposedwhich could effectively improve the data transfer efficiency of the system, andexperimental study of the algorithm and illustrate the feasibility and the validity of thesystem.Finally, the subject selected the Kingview as the software design platform on whichcompletion of the content including the system of information and communication, thecreation of the project, run screen, trend curves, the system management etc.The resultsobtained the system can work normally by debugging and running on the plot of QijiangZaojiaolin small hydropower station site.
