In the modern building industry, the concept that the quality is the foundation ofsurvival in operation and management has become a broad consensus. With thegradual promotion of building energy efficiency in China, the problems inconstruction are increasingly revealed, while the fundamental way to ensuring thequality in construction depends on whether the supervision and management systemin building energy efficient engineering is perfect. The difference between buildingenergy efficient engineering management system and the traditional constructionengineering quality supervision system lies in the joint of energy-saving parts ofconstruction, whose significance is increasing. And how to position it in the life cycleof construction project is bound to become the focus of construction supervision andits optimization. The supervised objects in building energy efficient engineering aregenerally divided into two parts, namely the main conservation units and the mainmanagement units in energy-saving projects, involving government department forthe construction, the unit owners, real estate contractors, suppliers of energy efficientmaterials production, survey and design units, supervision units, superintendent units,etc. And they join together to bear the duty of supervision and management for thequality of the building energy efficient projects. So the optimization research onsupervision is mainly reflected in the analysis on the duties and powers for the abovementioned units. In this thesis, some researches can be concluded as followings:(1)First,analyzing the trend of development in Chinese building energyconsumption, putting forward the idea that building energy efficiency is an importantcontent in ecological civilization construction and pointing out the significance of theresearch.(2) Analyzing the status of building energy-saving construction in the whole lifecycle of buildings with the view of sustainable development. (3) Analyzing the current problems in building energy efficiency through thequestionnaire survey and concluding the key point in engineering supervision.Analyzing the influence of various units on building energy efficiency construction,and the factors and weights of various supervision units of building energy efficiencyconstruction in the life cycle of buildings.(4) Analyzing and constructing a supervision organization system and therelationship between branches of building energy efficiency construction and otherbranches of engineering management, and concluding a supervision supportingsystem for the building energy efficiency at construction site.(5) Establishing a construction evaluation system in building energy efficiency,analyzing factors and weights of building engineering construction with a hierarchyanalytic method, analyzing the data and putting forward an optimization way to thesupervision in building energy efficiency.In the thesis, from the points of rationality, validity, standard and convenience inthe supervision of building energy-saving construction, taking examples of theoutstanding regulatory model in the field of architecture at home and abroad,distinguishing the valuable modes of supervision and management, on the basis ofgeneral construction supervision, it proposes and constructs an optimization schemein energy-saving construction regulatory process based on the whole building lifecycle. This research focuses on the theoretical research, proposes related issuesthrough the literatures, laws and regulations and investigation, counts and analyzesthe key points of optimization in the supervision by questionnaire, determines theprocess of building energy-saving construction of each index rights by AHP, andproposes optimization program by system theory.
