With the rapid development of our economy and clearing to the internationalproject standards and the formation of global integration pattern formation, projectconstruction is keeping increasingly contact with various areas and the constructionscale is more and more big. The large municipal project is gradually becoming the focalpoint of the government investment construction both from the social value and the citydevelopment. But as the bigger the construction scale it is, the higher the risk is, in theprocess of construction there are many complicated problems of management and aseries of risks. In particular, the designing management exists throughout the wholeproject, which is directly related to the effective operation of the project qualitycontrolling, cost controlling, progress controlling and investment controlling. However,as our urban planning often ignores the risk of engineering project design, onlyconsidering current development needs, our plans and designs are lack of prospective.So design risks of large municipal engineering projects should be recognized andstudied in order to make large-scale municipal projects to give full play to its goodeconomic, social and cultural benefits, accelerating the development of our urbanizationand globalization.Considering the Huangjue Bay interchange engineering project HJWLJ as theresearch object, risk management theories are studied preliminarily according to the riskmanagement system of the risk analysis, risk identification, risk assessment, riskprevention, risk manage and risk monitoring, which can be learned by similarengineering projects. Firstly, based on the analysis of the risk situation in the wholeengineering project process, we take the expert investigation method to put forward14possible risk factors and risk variables and combine with expert decision method andhierarchical analysis method (AHP method) to compare and evaluate project risks, andsort the risk factors. Secondly, according to risk nature and the response of thedecision-making body to risks, preventive and non-preventive risk tolerance strategiesare put forward to cope with risks. Finally, developing and establishing a riskmonitoring and feedback system is recommended to monitor the hidden and potential risk factors in the project on a regular basis and achieve the dynamic control andmanagement of the interchange engineering project Huangjue Bay HJWLJ.Regarding the Huangjue Bay interchange engineering project HJWLJ as anexample, the risks of large-scale projects are analyzed and studied in the paper, theresults of which will enhance other municipal projects or similar enterprise riskprevention awareness and have certain theoretical and practical value.
