Grid access project construction is contributing greatly to economic development, industrial structure upgrade and resource allocation optimization. Grid access project construction is featured with long construction period, large amount of technological and financial investment and much involvement, which is usually affected by the external environment. As for the Qinghai-Tibet Power Grid Interconnection Project, external environment is much more complicated and changeable. During the construction period, uncertainties in the external environment may affect the realization of grid access project construction’s targets in many ways. Therefore, external risks should never be ignored, and study on external risk management for grid access project construction is undoubtedly of great significance.The paper explores external risk management in grid access project construction in two ways:theory analysis and case study. Paper could be divided into three parts. Firstly, specific procedures of risk management which include risk identification, risk analysis, risk assessment and risk control are introduced on the bases of general theories and characteristics of grid access project construction, and the method mechanism is focused on. Secondly, external risk assessment system for general grid access project construction is designed, as well as the external risk management framework and risk response system. Finally, theoretical mechanism is connected with the Qinghai-Tibet Power Grid Interconnection Project. On the base of analyzing the characteristics of the project, the external risks of the Qinghai-Tibet Power Grid Interconnection Project are identified, analyzed and assessed, contributing to the design of external risk response plan.The analytical hierarchy process and fuzzy comprehensive evaluation are used in the paper. Through the study, a comprehensive external risk management framework for grid access project construction that includes the external risk identification list, the external risk assessment system and the risk response system is formed. General, the study promotes the use of risk management in grid access project construction, providing useful guideline and reference.
