Water Conservancy is one of the basic industries of the country, is the people’s fundamental social survival, good control, the risk of the water conservancy project, critical construction projects. Obvious characteristics of water conservancy projects, general investment cycle is longer, work steps, the process is complicated by the natural conditions and the environmental impact a larger reservoir reinforcement of these large-scale water conservancy construction projects in the implementation of the project process often faced with this kind of risk. Of the more well-known large-scale water conservancy construction, such as the Yellow River Xiaolangdi Project and the Three Gorges Project, a comprehensive project management system, the development of China’s water conservancy project management accumulated a lot of experience.In this paper, the characteristics of the water conservancy project construction, integrated use of a variety of project risk management theory and empirical analysis with theoretical analysis of the combination, the combination of qualitative analysis and quantitative analysis, this study closely integrated Z reservoir reinforcement project the specific circumstances of the project, a comprehensive and detailed analysis and interpretation of each step of the project risk management. First, the article describes the basic situation of the Z reservoir reinforcement projects, identify risks that may exist in the course of the project, the project may face a variety of risks according to the sources of risk is divided into two categories of natural risks and unnatural risk, which, natural risks, including earthquakes, floods, landslides, heavy rain, thunder and lightning, temperature, fire. Unnatural risks include political risk, legal risk, economic risk, social risk, technical risk, human moral hazard; description and analysis of various risk environment, risk analysis and assessment the losses caused, experts scoring method for quantitative analysis of the methods and conclusions, and develop effective programs and measures to control risk, the main control method of risk reduction, prevention, transfer, evasive and retention, and introduced a variety of ways in the Z reservoir Reinforcement Project, a comprehensive and detailed interpretation of risk management throughout the project. Finally, draw a comprehensive feasibility conclusions reasonable scientific risk management system for the project, and to provide a reference for other similar hydraulic engineering project risk management.
