With the rapid development of market-oriented economy in our country, the basic construction investment in universities has been increased, especially in recent ten years. The new-built construction project of universities in our country and the large increment in investment amount of extension projects create a new situation of the scale of establishing universities in our country. Due to the functions of the university itself and historical reasons, more disadvantages lie in traditional project management, so it is difficult to meet the needs of the whole process of project management under the new situation. It is the builder’s historical mission and responsibility to define new development ideas, choose a new development strategy, follow the market rules and laws of education and construction, and realize the comprehensive, coordinated and sustainable development of the basic construction. In universities’ building construction area, to promote reform, strengthen management and improve returns of investment and the level of engineering construction stare us in the face. At present domestic construction project management mainly uses traditional project management mode, but in traditional management mode, stages of management are independent of each other, causing many information islands, or islands of automation. A lot of valuable information for facility management, generated in decision phase and implementation phrase, can not be used in the new phase directly and accurately, causing a great waste of resources and not beneficial to achieving the goal of life cycle. In recent years, The proposition of PLM concept and the development of PLM technology provide whole life cycle information management of construction projects with a strong conceptual and technical support.This article is based on project management and PLM as the theory foundation, combining the theory of PLM and construction project management, to create university construction project management system model, which is based on PLM. Staring from "start-planning-implementation-mornitoring-closing". It puts project management of process organization and knowledge system into every stage of the construction project life cycle and puts theory into practice. Take the project management of comprehensive building in Changsha Aviation Vocational and Technical college for example, it creates aviation complex project management framework system, which is based on PLM. It manages and controls " quality, progress, cost and so on" in all aspects from the whole process of "decision-making, implementation and use ", realizing the goal of the construction product life cycle management and the goal of saving investment costs, shortening the duration and ensuring project quality.By means of this study takes a whole life cycle management to construction project, bringing forth new ideas to the construction project management and providing reference research results for Changsha Aviation Vocational and Technical college and other universities’ infrastructure management.
