As the important energy product, coal occupies the domain position in the energyindustry chain in China. It is the pillar industry of the national economy. However, theproduction environment of the coal mine is complex which makes the measurement ofcoal production difficult. And the local government cannot obtain the real coalproduction data. Since the coal mine operating situation is very complex and thefinancial rules are not normalized, as well as the coal mine private owners have not havethe regular tax paying awareness, the coal mine tax evasion and other management feesevasion are widespread and serious.To solve the above problems, the output of coal weighing system can accuratelymonitor coal mine enterprise’s production, improve tax collection and management levelof coal enterprises. It plays an important role to prevent the taxpayer’s tax evasion, topromote coal industry tax treatment to control, fair, scientific track.There are a great number of coal mines in Sichuan Province. And they aregeographically isolated and fragmented. As the owner of the coal mine generally withweak tax consciousness, the owner of the coal mine usually evades taxes and othermanagement fee which is a common phenomenon. In order to enhance the coal mineproduction supervision, the coal output weighing system plays a critical role. And it canbecome an effective tax supervision way for the government. The thesis designed anddeveloped a coal output weighing system based on the Microsoft.Net framework. Themain contents of the thesis are:1. Analyzed the hardware and software architecture of the coal output weighingsystem. Detailed designed the software management platform solution.2. Implemented the software management platform system which includes datacollection, saving, display, statistics, user management, authority management, identityauthentication and external access etc.3. Realize the integration between the software management platform and theexisting safety production in Sichuan IOT platform.The designed system has been tested in some coal mines. Currently they are running in good condition and achieved the basic coal output weight, statistics and otherfunctions.
