A History Study On Flood Control Strategy Of Jianghan Plain

Jianghan Plain is located in central and southern Hubei Province, where the Yangtze River and Hanjiang River intersects in. Because of its special watershed natural characteristics and economic importance, Jianghan Plain suffered flood threat in history. In this context, for thousands of years, the flood control and disaster mitigation strategy and implementation of Jianghan Plain constitute a sequence of history. From sociology, history and geography perspective, using a lot of historical data collection and collation, analysis, this paper explored the historical evolution of the flood control strategy of Jianghan Plain, then thought in-depth about relations of regional flood control construction, the development of the productive forces and of production change, learned the gain and loss, experiences and lessons from the historical government and private flood control strategy and measures, analyzed the problems and shortcomings of today’s existing flood control thought, strategy and construction, to develop reasonable and effective implementation of flood control strategy, as well as offer experiences for other river basins flood control construction. The structure of the full text is divided into four parts:Chapter Ⅰ. Introduce the significance of this study, the research progress, technology and methods of preliminary work.Chapter Ⅱ. analysis of Study area. Overview of Jianghan Plain geographical location, natural profile and socio-economic profiles. Focus on the analysis of the reason of flood and the current situation of flood control construction, as well as the evolution of ancient floods.Chapter Ⅲ. The flood control history of Jianghan Plain. This chapter is the main part of the full text. The flood control history of Jianghan Plain is divided into five stages, namely:the establishment and the rise of the flood control period (Xia Shang-Qin Han Dynasty); traditional flood control projects and technology development period (three kingdoms-Tang and Song Dynasty); flood control construction of universal development period (Yuan, Ming and Qing Dynasty); flood control science and technology, serving as a link between past and future period (the end of the Qing Dynasty-Republic of China); the formation of modern flood control and scientific system (after1949). Then, summarized the flood control thought, strategy and measures of each period.Chapter Ⅳ. Thinking of the ancient flood control strategy and measures of Jianghan Plain. First, from two elements which effect flood control strategy selection of Jianghan Plain, this paper analyzed the relationship between flood control strategy and the socio-political economy and soil and water resources development, demonstrated the flood control strategy experience and inadequacies of Jianghan Plain. Second, this paper presented suggestions on future flood control strategy and construction of Jianghan Plain, mainly from three parts including the choice of flood control strategy, the implementation of the flood control measures, as well as regional soil and water resources management and planning.
