Research On Control Standards Of The Civil-type Regional Construction Planning For The Development Of Sea

Reclamation plays an irreplaceable role in China’s Socio-economic developmentas an important solution to the insuf ficiency of available land for construction incoastal area. Reclamation area has become a new choice of city development space，the characteristics of which has enormous influence on future urban developm ent. Afew years ago，the development of reclam ation projects in China was swif t butextensive and gradually going “out of control”. Planning control was stronglyneeded to ensure a sustainable developm ent of reclamation in China. In2006thegovernment launched several provisions in o cean development of constructional use,which effectively restricted the reclamation process and played a signif icant role inhealthy development of coastal econom y. As an innovative restriction system, theregional construction planning for the development of sea achieved certain goals，butthe system itself is still not perfect enough with certain pr oblems. The best way tosolve these problems is to establis h planning control standards to help determ inewhether the regional construction planning for the development of sea is reasonable ornot. Hopefully it can bring the quality of both planning and management to a wholenew level.After summarizing both dom estic and foreign planning theories associated withreclamation along with practice cases，We launched an in-depth res earch on thecontrol standards of regional construction planning for the development of sea. Firstof all comes an objective evalu ation of the current planning including： thesignificance of it in the current context， the differences and relations with analogousplanning， major existing problems; Afterward it is how we identif y the researchobject by different types of development of sea.After going through the planningprocedures searching for content in need of control，the basic theory of this research iselaborated in details; Finally，based on the research above， the control standards areformed in two aspects as in location selection of the sea area and regional constructionplanning for the development of sea. Locati on control standard is divided into threestratification planes：Macro level, meso level and microcosmic level；Planning controlindices can be roughly divided into two categories as m ain control index andsecondary control index.
