Taipei city government continues promote the Re-settlement Housing for urbanrenewal. But during the urban renewal, vulnerable people cannot afford the neneralcosts, and construction company also don’t want to attend Re-settlement Housingbecause of low profit. Although, on the existing urban renewal policy, Urban RenewalDecree and Real Estate Securitization can use “Real Estate Investment Trust“or “UrbanRenewal Investment Trust“way to issue "investment trust beneficiary certificates" toopen up the financial resources. But those vulnerable people from Re-settlementHousing have no capacity to handle the Real Estate Securitization to open financialresources, and the most of banks are unwilling to give sufficient financing to thoseresidents with low production capacity or creditworthiness or solvency. Trust issues andfinancial problem causes delay of Re-settlement Housing for urban renewaland thegovernment is also helpless.The Re-settlement Housing for urban renewal involves may levels including“Re-settlement Housing development and environmental changes”,” concept and policyof urban renewal”, and also involves “Financial policies and mechanisms of urbanrenewal”,” Source of funds”,”acquire of floor area bonus” in finalcial parts.In this thesis, we can sort out there are narrow living space, safety risk in oldbuilding, complicated property right and upgrade economic ability problems inRe-settlement Housing, and it becomes the goal of urban renewarl that governmenttyring to promote. Government set out tax reduction and floor area bonus to encourageurban renewal, and also promote legislation of real estate securitization with “RealEstate Investment Trust“and “Real Estate Asset Trust“, and also have “Urban RenewalInvestment Trust“in urban renewal regulation. These policies are in solving thefinancial aspects of urban renewal. This thesis research and analysis the physicalenvironment of the case of Re-settlement Housing of Siwen Li to study the constructionand financial plan of urban renewal and propose the related issue and strategy of urbanrenewal financial capital. Re-settinglement Housing will consider to use land trustmethod to apply trust by construction manage company to get "Insurance and Trust",and also request the Government to assist in bank financing, and the use lending financing of urban renewal fund to complement the funding gap of reconstruction.In the strategy of architecture development, plan of creation regarding“construction efficiency” and production of “creative economy” can also be considered.Such as adding the design of shopping street, comprehensive public space of shoppingand leisure. These can contribute the development of overall community, promote rightvale, and will push through the consortium to invest and full financing from financialinstitutions.I would like to sort out a viable strategy in financial of Re-settlement Housing forurban renewal, which can be used as the driving force of financial aspect of following22cases Re-settlement Housing in urban renewal of Taipei City.
