| Because of its special topographical features, the prairie areas of Inner Mongolia has always been the ecological barrier of the north part in our country. In recent years, with more mineral resources has been detected, the regional role of resource base is clearer than before. Especially after the regulation of "8337" development strategy, the role of its diversified function is getting clear. Under the background of this, there exists a lot of contradiction which concentrated on the key benefits like prairie resources development and ecological protection among the stakeholders in prairie areas. So the study based on the stakeholder theory is worthwhile in the sustainable mechanism construction. On the one side, the study is a supplement to the theory of sustainable development from the theoretical point. On the other side, it also provides practical significance in helping the government to build related system and regulation, aiming at improving the relationship between the stakeholders in the prairie area and ease the contradiction, and keeping the social stability.The foundation of my study is sustainable development theory, ecological economy coordinated theory, public goods theory and external theory. After this, it depends on the fact of prairie areas and uses the stakeholder theory to conclude the basic Stakeholders in prairie area, they are the government, enterprise and herdsmen. The Study also uses the game theory which in the assumption of the benefits maximization to build the game model between them, Then get the affection factor from the model. The Conclusion part of the article is based on the affection factors, then give several suggestion, such as improving the fine standard, Controlling the administrative cost, paying the compensation fees in a reasonable and effective ways, leading the enterprise produce the products in a green way. All this can be fall into the practice to provide significance in the sustainable mechanism construction. |
