Provincial Environmental Performance Evaluaiton In China And Analysis Of Influencing Factors

Since the reform and opening up, China has made remarkable achievements ineconomic development,creating a series of so-called “China miracle”, but at the sametime induce increasingly evident between economic and social development andresource and environmental constraints and difficult to reconcile the contradictions.2012, aims to assess the national environmental policy and ecological balance inassessing the state of the global Environmental Performance Index (EPI), the countryranked116th. We can say that international environmental pressures and domesticenvironmental governance challenges facing our increasingly strengthened.Environmental performance is a reflection of the main manifestations ofenvironmental management and pollution control to quantify, but due to the currentresearch is focused on assessing the empirical analysis, and neglect to assess thereasonableness of the results of the analysis of environmental performance impactmechanism and improve environmental performance level path analysis. Therefore,China’s urgent need to build an effective environmental performance evaluationsystem, and gradually in-depth study of the aspects of effective policies to improvethe environmental performance measures and the like.The purpose of this study is to measure China’s30provinces and the eastern,central and western regions from2003to2010environmental performance levels,further explore the main factors influencing the regional environmental performance.First, according to WBCSD proposed core Bye environmental performance evaluation,building a comprehensive index of input and output variables of the index system, inorder to avoid undesirable output settings problem; Secondly, the use of DEA modeland Malmquist Index, a measure of each30provinces from2003to2010static anddynamic environmental performance levels, the environmental performance index isdecomposed into technical efficiency change and technological progress index,explore the relative contribution of decomposition indicators for environmentalperformance; then, the use of convergence and absolute convergence test ourjudgments environmental performance is the long term regional growth disparitieswill disappear; Finally, based on the above, the introduction of human capital factorsaffecting environmental performance analysis framework, the use of Tobit regression models were explored and threshold linear relationship between environmentalperformance and the impact of different levels of human capital under FDI nonlinearrelationship between environmental performance, in-depth study to improve theenvironmental performance level path. Our results showed that:(1)the performance level of inter-provincial environmental differences, butenvironmental performance and the level of economic development there is no clearcorrelation exists eastern, central and western obvious regional differences in theenvironmental performance of our country from a regional perspective;(2)variousregions should effectively improve water use efficiency and environmentalmanagement of funds, and comprehensive utilization of industrial solid waste removaland improve environmental performance levels as an important direction ofimprovement;(3)the level of environmental performance has been significantlyimproved, from the eastern region to improve the environmental performance oftechnical efficiency change and the combined effect of technological change, changesin the central region depends on the technology, while the western areas are mainlyaffected by the change of technical efficiency;(4)eastern Region presented“clubconvergence”, the central region of the inter-provincial environmental performancelevels between the large difference, but the gap will become smaller and smaller witheach other. The level of environmental performance gap between the larger westernprovinces, but the gap widening in the future trends;(5)stage to control economicgrowth, industrial structure shift should be gradual and rational use of environmentalregulation and population centers on the environmental performance positive effect,raising the level of human capital, the effective absorption of FDI technologyspillover.
