| Healthy human capital refers to the sum of people’s health in a certain period of time.It not only includes the improvement of disease resistance,the reduction of the probability of suffering from disease disasters,the physical functioning of normal labor,but also the ability to adapt to society and a good mental state.The improvement of healthy human capital is not only a means of economic development,but also the purpose of economic development.Behind China’s rapid economic growth,serious environmental pollution problems have occurred.The decline in environmental quality will inevitably endanger the physical and mental health of residents.Environmental regulations will undoubtedly play an important role in improving environmental quality and health human capital.However,most of the existing literature only studies the impact of environmental regulation on environmental quality,or only the impact of environmental quality on healthy human capital,and rarely studies from the impact path of environmental regulation-environment quality-health human capital.This article uses environmental quality as an intermediary variable,and explores the mechanism and degree of impact of environmental regulation and different types of environmental regulation tools on healthy human capital,it has certain theoretical and practical significance for choosing environmental regulation tools and determining the level of environmental regulation to promote healthy human capital.This article first analyzes the development and changes of China’s environmental regulations,environmental quality,and healthy human capital;Then on the basis of exploring the mechanism of environmental regulation on environmental quality and the mechanism of environmental quality on healthy human capital,the theoretical hypothesis that environmental regulation has an impact on healthy human capital through the intermediary variable of environmental quality;Finally,using panel data from 29 provinces,municipalities and autonomous regions in China from 2001 to 2017,the empirical test and analysis of the theoretical hypothesis in this paper are made using the mediation effect model.The conclusions of this paper are:(1)Environmental quality has a significant mediating effect in the relationship between environmental regulation and healthy human capital;(2)Various environmental regulatory tools have a significant effect on improving healthy human capital;(3)The level of economic development,population density,urbanization rate,and urban-rural income ratio all have different and significant effects on healthy human capital. |
