Study On Environment Impact Assessment Of Land Consolidation Planning

The environment impact assessment of land reclamation planning is mainly toanalysis, forecast and evaluate the environmental impact of land renovation planimplementation, and put forward measures to prevent or slow down the adverseenvironmental impacts. At present, the theory and method system research of the landreclamation planning environmental impact assessment is still at the exploratory stage,the planning environmental impact assessment abroad developped early, but the landplanning system and content is different from China, many theories and methodscannot be directly used in planning environmental impact assessment in our country.A new round of land reclamation planning work has been fully developed, and it isnecessary to make a a scientific and reasonable evaluation of the new round landrenovation plan. So the theory system and technical methods research of landreclamation planning environmental impact assessment is very meaningful in theorycomplete and practical application.This paper analyzes the domestic and foreign research related to environmentalimpact assessment, expounds the basic connotation of land reclamation planning andthe basic theory of environmental impact assessment, constructs the planningenvironmental impact assessment procedures and evaluation methods, identifies therenovation plan environmental impact, selects19indexes from the social, economic,ecological and landscape pattern four aspects, include social satisfaction, farmers percapita annual income, farmers, cultivated land pressure index ratio, ecosystemservices value, landscape diversity and so on, to build the evaluation index system,and uses the analytic hierarchy process (AHP) to determine the index weight.And carries on the empirical analysis in Shuozhou city, first, adoptcomprehensive weighted comparison method,make single index and multi-indexcomprehensive forecast evaluation of Shuozhou city land reclamation planningenvironmental impact caused by land use structure adjustment. Then, using themethod of GIS fold figure, analysis ecological harmony between land reclamation task arrangement and various types of ecological sensitive area such as naturereserves, scenic areas, water conservation, prone to geological disasters, and focus onthe main environmental problems of land salinization Shuozhou city, evalute the planfrom a perspective of the space layout. Finally, comparing the evaluation results oftwo methods, it is concluded that Shuozhou city land renovation plan better for theenvironment as a whole, but there exgists water and grass area reduction, as well asthe landscape diversity decreased, and the ShuoZhou city land renovation plan putforward measures to slow down the adverse environmental impacts.
