With the rapid development of our country’s economy, including the acceleration of urbanization and industrialization, more and more laborers have changed primary industry over to secondary industry. Because our country has a poor foundation in production safety, the management level is far behind of the booming industrialization. Frequent occurrences of production safety accidents having caused heavy losses to human life and property, the Party Central Committee and our country are having paid more and more attention to production safety from recognization to action. Primary safety supervision institutions are responsible for the enterprises’ safety production. But safety supervision institutions take the form of ’inverted pyramid’ from the highest organizations down to the grass roots. The highest organizations take safety supervision seriously and have powerful law enforcement teams, but the grass roots do not pay much attention to it and have weak teams. The top institution setting is specific, with the bottom dispersing. And the targets of supervision are substantial and extensive. All the above-mentioned current situations have brought many difficulties to the primary safety production supervision. Frequent production accidents are harmful to the social’s development and the stable situation.Luo Lin who is the country’s top work safety official once mentioned that the key reasons of the frequent accidents are safety-production responsibility impracticable, safety-production regulation system imperfect and supervision not in place. To further realize the existing problems of the primary safety supervision and analyze the gain and loss of the primary safety-production supervision policy have great significances to the formulating local safety-production supervision system, solving the difficulties of safety-production supervision, improving primary safety supervision, structuring the harmonious socialist society.As a primary-level worker of safety-production supervision, I am familiar with the job of primary safety-production. This thesis is to study the primary safety supervision institution, taking Haicang District-the practical safety supervision work of Xiamen’s typical industrial park as a case analysis. Also this thesis is to disclose the current protruding contradictions of the primary safety-production work. On the above-mentioned basis, this thesis is to summarize the general problems of the primary safety supervision from point to area. To make the conclusion more prospective, this thesis has used the successful safety-production experience of western advanced industrial nations for reference and has proposed a more effective model for the primary supervision.
