Since the21st century, oil as an important energy infrastructure of human survival and development, has become the focus center of the current international politics, economy, military and diplomacy. Facing the widespread and complex environment of crude oil pipelines, how to ensure the smooth flow of the pipeline and security is of great practical significance. The traditional pipeline inspection is commonly used the method of artificial transmission line and manual paper records. Gradually increasing difficulty in pipeline patrol work, single means in monitoring, understaffed and relying on manual sampling monitoring pipeline patrol have already made it deficient. Ineffective patrol situation, lack of guarantee on the quality of the situation and the old patrol management mode can not meet the needs of modern pipeline management. In order to ensure the smooth progress of pipeline inspection work, to reduce unnecessary human economic losses, there are increasing calling for designing a way to change the traditional patrol.This thesis, combined with the development of pipeline inspection history and current situation, discusses the meaning and purpose of research projects, and project management theory, embedded GIS, GPS, GPRS, EMS3.0other core technologies have been studied for overall system design and system analysis, combined with the basic principles of project management to optimize the logging and management model, the existing pipeline on the basis of geographic information system, a secondary development, the success of embedded GIS technology was designed based on a crude oil pipeline inspection Management System. The core thesis includes inspection monitoring platform design, embedded handheld terminal design and data maintenance center design and implementation. It classifies for different user roles to manage permissions configuration and database data flow diagrams and data structure design. Also, make sure handheld terminal via the mobile Internet communications technology, and server management system for data transfer and sharing, make up the traditional pipeline inspection management information lag, not visible shortcomings, to achieve the goal of visualization, real-time and digitization management, to achieve data sharing, unified management, remote monitoring and pipeline inspection,"a map" management purposes.The main innovation of this paper is the first project management principles and ideas successfully applied to the management of oil companies, pipeline inspection, inspection of pipeline management processes are optimized; successfully embedded GIS technology to android mobile terminals, improved field line patrol officers to read maps, learn the cognitive abilities of pipeline information; using the most advanced data processing technology tile, successfully resolved the massive graphical data display and transmission speed problems; adding information management elements, according to the actual needs of enterprises, has developed a line patrol score module to develop scoring criteria, refine the formula, so that the computer automatically work on the transmission line personnel to score, respectively, in days, weeks, months, and years working in different time segment output evaluation form.
