Blue Ocean--the cornucopia, reserve the rich natural resources for human. With theimprovement of living standards, the demand of natural resources continue to improve, thehuman exploration of space has been extended to the vast ocean, and gradually from the coastalshelf to abyssal region, the problem of pollution of the marine environment will follow. Four ofthe global ocean total area of about363000000square kilometers, accounting for71%of theearth’s surface, the blue sea is filthy, strange disease crisis to human health also come one afteranother, which caused widespread concern of the people of all countries to jointly promote theLAMER, lamer and world marine conservation organization, the United Nations in2009eachyear to determine June8th is world oceans day. The scholars of our country also in line with thebasic principles of national economy and ecological environment coordinated unificationdevelopment, are deeply studies the problems of the protection of the marine environment,pointed out the urgency and importance of the introduction of public participation system inmarine conservation process, based on the existing theoretical research basis, take the law asthe angle of view, discusses the legal mechanism of public participation in the prevention andcontrol of marine pollution from the following aspects.The first chapter is introduction. It mainly includes the research background, purpose,literature review and research ideas, research methods and innovation of several parts.The second chapter talks the theoretical basis of public participation in marineenvironment pollution prevention. Includes three parts, namely the introduction and analysis ofbasic concepts and attributes of public participation; put forward the necessity of publicparticipation in marine environment pollution prevention and control; and in-depth analysis ofthe theoretical basis of public marine environmental pollution prevention and control in;The third chapter is the status and problems of marine environmental pollution preventionfor public participation in our country. Includes three parts, namely mainland China includingHong Kong, Taiwan, the relevant legislation; analysis of the current situation of marineenvironment pollution prevention for public participation in our country and our publicparticipation in marine environment pollution control problems.The fourth chapter is comparative research on public participation in marine environmentpollution prevention and control. It Includes two parts, on the one hand, the international and national legislation; on the other hand, China’s international public participation in marineenvironment pollution prevention and control system of reference.The fifth chapter is the improvement of the legal system in China’s marine environmentpollution prevention and control in the public. Specific measures include five parts, namely,improve relevant laws and regulations; perfecting the information disclosure system; improvethe whole process of public participation in the system; improve the environmental NGOorganization participation mechanism; perfect the citizen environment right of action.
