Urban environmental sanitation is one of the important indicators to measure thedegree of urban civilization and the management level, an important part of the urbanenvironmental protection. It will make great difference to improve the level of urbanenvironmental sanitation, implement the basic national policy of environmentalprotection, promote the establishment of a harmonious society, maintain a sustainablesocio-economic development, save the energy and improve the quality of life of thepeople. During the "Eleventh Five-Year" period, China has introduced a number ofrelated policies and regulations to promote the development of sanitation cause. But sofar, there is no mature and improved evaluation model of supply and demand level for theenvironmental health.The author carried out the master’s thesis based on participated in someprojects,such as the environmental sanitation specialized plan of Xinxiang, Yangzhongetc. and the comprehensive evaluation of environmental sanitation project of SanyaCity,By the method of Literature research, field research, Analytic Hierarchy Processmodeling and engineering case studies,the author establish the environmental sanitationsupply and demand level evaluation model And apply the results in the Xinxiang cityenvironmental sanitation specialized plan and the comprehensive evaluation ofenvironmental sanitation project of Sanya City, The main results and conclusions are asfollows:(1) The evaluation model research of sanitation supply and demand level: the modelindicators were determined according to the development planning objectives of relatedenvironmental sanitation industry, the industrial policy, and the setting standards andrequirements of relevant environmental sanitation facilities, etc, in which the sanitationdemand model contained4one level indicators and17secondary indicators, the sanitation supply model included3one level indicators,10secondary indicators and24third-level indicators. The weight of each model indicators was determined by expertscoring method and AHP, finally, according to the national, provincial and municipalsanitation industry development planning and the scale value of model index which wasdetermined on the basis of facts, the static evaluation model of the sanitation supply anddemand level was established; and then select the same level city, analyze the data whichwere from static model by longitudinal comparative, then establish the dynamicevaluation model of the sanitation supply and demand level, finally establish thecomprehensive evaluation model of environmental sanitation supply and demand level bysynthesizing static model and dynamic model.(2) The application of the model in environmental sanitation planning: The modifiedmodel was applied to the whole process of the preparation of the special plan in XinxiangCity environmental sanitation. Using the Model to make the analysis and evaluation ofthe environmental sanitation current situation of Xinxiang City, to come to the theXinxiang City environmental sanitation achieved level3,while the actual environmentalsanitation supply level was only in level4. So its environmental sanitation supply leveldoes not meet its environmental sanitation development needs. Then using a dynamicModel illustrated that Xinxiang City environmental sanitation development was at thelow level beyond the same level cities, did not meet its overall urban development ofCurrent Situation. Scoring analysis by specific indicators, drawing the problems in theenvironmental sanitation infrastructure, environmental sanitation input, and then makinga specific plan pertinently. Finally, applicating the Model to evaluating the Xinxiang Cityenvironmental sanitation planning results in recent and long term, concluded that2015Xinxiang City environmental sanitation supply can reach lever2,and the2020environmental sanitation supply can reach level1. The evaluation results show that theplanning of Xinxiang City Environmental health development comply with the overall urban development, so that Xinxiang city environmental sanitation planning is scientific,reasonable and feasible.(3) The application of model in sanitation comprehensive evaluation: the modifiedmodel was applied to the comprehensive evaluation of environmental sanitation projectof Sanya City, the present situation and development of the environmental health inSanya were analyzed by the way of multi-factor comprehensive evaluation, then the weakpoint in the area of environmental health of Sanya City could be discovered, which wouldhave guiding significance to the environmental health of Sanya City in the future.
