With the speeding of urbanization more and more quickly in our country, the rural population transfer to urban. These leads to the urban population increase rapidly in a relatively period and produce a large amount of municipal waste. At the same time, the city garbage disposal is relatively backward. The garbage disposal technology is not mature and insufficient capital investment makes the city waste management problem increasingly prominent. This puts forward a severe challenge to the related management department. This needs the government innovate traditional management base on the concept in the traditional waste management. Take new administer measures and take the garbage siege problem effectively. At the end the government can provide a good environment basis for built a beautiful city.The Wildlings to pay (WTP) is the residents highest payments for improve the public environments. By the users pay system, the government can build some funds for waste management. And the government also can guide the residents to learn garbage classification by issuing bags of garbage classification and tackle with the garbage problem effectively. Through the perspective of social capital, this paper studies the social capital influence on the residents’ willingness to pay. This paper puts forward the countermeasures of the problems with the base of resident’s basic characteristics and resident’s environmental awareness. And then find the key factors about the residents’ environmental behavior, and provide a reference for government to make relevant policy. The following conclusions has been draw by the survey and related analyze.Part Ⅰ:This is the introduction which include the background, purpose and significance of this thesis. And then puts forward the research ideas and research methods based on relevant literature review at home and abroad. At last, this part puts forward three hypotheses.Part Ⅱ:This part is the theoretical foundation which includes the social capital theory and the theory of willingness to pay.PartⅢ:This part is the analysis of the present status of willingness to pay and the resident’s social capital status. And then explore the corresponding data analysis, discusses the social capital’s influence on willingness to pay on the basic characteristics in the sample. PartIV:This part is the correlation analysis and regression analysis between the social capital and the willingness to pay. And verify the article hypothesis.Part V:This part is the conclusions and recommendations. This article puts forward three measures to promote the urban environmental efforts to improve the willingness to pay on the basis of the objective situation residents and the analysis.Some conclusions have also been put forward from the above analyses:First:From the visual of social capital, social trust and social network and the social participation have extremely positive correlation with the willing to pay for government garbage.Second:Through the survey of residents willingness to pay by a single boundary dichotomous survey method, this paper finds that each family maximum willing to pay for garbage bags provided by the Government is4.24RMB a month. The amount of monthly average willingness to pay will be12434923.6Yuan.According to the above research conclusion, this paper puts forward the corresponding countermeasures to improve the residents’ willingness to pay. The government can increase residents’environmental quality by environmental education and improve the residents’ participation by fostering social organization and improve the efficiency of the environmental governance by improving the government service efficiency. Through these measures, we can make the city’s garbage problem effectively and improve the residents’ willingness to pay.
