In recent years, the related department in Heilongjiang province has successively introduced many laws and regulations relating to the ecological environment construction, through effective implementation, has been in environmental governance, environmental protection has made significant effect. However, the ecological urban construction of relevant laws and regulations and judicial system is not sound, construction of law enforcement and law enforcement team, and lack of law enforcement supervision mechanism of executive power and the people on the ecological urban construction of the ideological understanding, legal ideas, is at the moment affects the ecological construction of city.
