All countries in the word have eventually signed the Copenhagen agreement after the the global climate conference in Copenhagen at the end of life ended.They all have made related to the expected targets to cool the earth,which shows that human beings are paying more and more attention to protecting our earth and the envionmental problem. Wetlands, named the kidney of the earth, has a very important role in regulating climate.It is an important resource and wild animals’natural habitat,with important economic functions and ecological functions. It is the consensus of the international community to protect wetland. The Implementation of Heilongjiang province wetland protection regulations that was made in August1,2003has gradually separated from the wetlands current situation in Heilongjiang after several years of practice. In recent years,the area of wetland in Heilongjiang province is decreasing.It is time for us to protect the wetland. Based on this situation, the article does the relevant exposition to Heilongjiang province wetland protection legal deficiency and perfection. Our province’s wetland occupied approval system is not clear and public participation scope is too narrow, lacking of ecological compensation system. The legal protection countermeasure are presented in this paper aiming at these situations. The wetland system of examination and approvalshould be cleared, public participation should be broaden and the establishment of wetland ecological compensation system should be built. We look forward to Heilongjiang province wetland protection regulations more perfect, protecting of wetland resources better and keeping the balance of ecological system.
