And urbanization in our country since reform and opening up, withrapid development of economy as the important turning point, in the rightdevelopment strategy under the overall planning, comprehensive promotion of thenational economy level, officially entered the new development pattern dominatedby market economy, urbanization also entered the stage of development at full speedalong with the economic takeoff. As urban construction need a large amount of landas the arrival of the support situation, China has to seek to develop and strengthenthe protection of cultivated land and critical period.Land is to satisfy the most basic precondition for farmers’ production and living.However, the propulsion of urbanization, the increase in urban construction land thenon-renewable resources of cultivated land, the government and the farmers are seenin the process of urbanization, land transfer of the huge economic interests, havecultivated land resource use, it makes our country already inadequate cultivated landresource is in reduced year by year, has been in short supply.Our country is a predominantly agricultural country for a long time, it isconceivable that agriculture as the foundation of the national industry, is a key link,the support of the national development and cultivated land is the foundation of thefoundation. If agricultural development is the relationship with the "tree" of thenational economy, the cultivated land is the "root". Although our countrycontinuously put forward new policies and measures in terms of cultivated landprotection, but never from the source to solve contradictory of "people" of the mostserious problem. The rural population transfer, covers an area of urban construction,"non-agricultural" land, are still important factors restricting the development ofcultivated land protection. This paper argues that lead to the situation in a variety ofreasons, not properly handle infrastructure land and farmers’ land for production and living, the relationship between the cultivated land protection. The relationshipbetween economic development and cultivated land protection ignores theimportance of farmers consciously independent on cultivated land protection.Thereare no strict guidelines and policies in the execution of supervision system, is closelytied to the four aspects.Therefore, this article based on cultivated land protection at home and abroadwill be a great success of countries and regions, on the basis of understanding aimedat the actual situation of the current cultivated land resource in our country, putforward really conform to China’s national conditions and suitable countermeasuresand suggestions of the current situation of the cultivated land resources in China, inorder to achieve the dynamic balance of total cultivated land and the sustainabledevelopment strategy contributes own strength. With advanced and scientific legalsystem strengthening farmland protection and supervision model, promote the steadyrise of the national economy.
