The Study Of Cruise Homeport’s Competitiveness Evaluation In Bohai-rim Region Based On GIS And Combination Weight Method

As the country is attaching more and more attention on marine economy, cuise tourism industry is becoming an important part of Marine tourism industry. After nearly10years of rapid development, China has become the world’s fastest-growing cruise tourism market. On March7,2014, a document named The Ministry of Transport has issued an introduction named guidance on how to improve cruise transportation industry sustainable and healthy development in China, was issued by the Ministry of Transport, which marked that the cruise industry development in our country has gained attention and the support of the national policy. Chinese cruise tourism is also faced with the important historical opportunity.Cruise homeport is the centre part of this industry as well as the hub of cruise transportation network. The huge economic effect brought buy cruise homeport to port cities has generated great enthusiasm of building cruise homeport. In recent years, besides of those ports who has completed early construction and been operated such as Shanghai Tianjin Xiamen and Sanya, many other cities has begun to plan and construct cruise homeport as well as cruise dock. However, according to the experience of international cruise development, over intensive cruise homeport may cause vicious competition and massive waste of money and resources. It is exactly the original intention of this study to avoid excessive construction of cruise home port, and to coordinate the cruise port overall layout.The objects of the study are Dalian international cruise center Tianjin international cruise homeport and Qingdao international cruise homeport in the Bohai-rim region. Through analysis of literatures, this paper tries to define the connotation of cruise homeport competitiveness and to study the influence factors of cruise homeport. By using the analytic hierarchy process (AHP), it attempts to conduct an evaluation indicator system of cruise homeport competitiveness. After that, combination weight method based on AHP and entropy weight method, is used to weight each indicator. GIS spatial analysis method is applied to analysis the hinterland’s cultural and economic conditions of cruise homeports.Evaluation result shows that Tianjin international cruise port as the pioneer of the cruise industry development in the circum Bohai-rim region, possesses obvious advantage of comprehensive competitiveness. Especially on the factors as condition of city tourism industry and cruise dock infrastructure, Tianjin stands out distinctly. But its transportation condition lags behind the other two cruise homeports. Qingdao international cruise port is a little better than Dalian which is in the last. Dalian cruise homeport’s hinterland cultural and economic condition is inferior to the other two. But its transportation condition is superior to them.Based on the result of evaluation, this paper tries to give some advices on optimization of cruise industry in Bohai-rim region. These advices are respectively given from four levels of regional cruise panning, industrial cluster, cruise line ans cruise port facilities.
