Offshore project is usually customized according to the customer requirements. Its structure has specific function of offshore project, which aimed to realize the exploration, development and utilization of ocean resources. Due to the tides, ocean currents, waves, the typhoon (storm), ice, seabed geology and development evolution, corrosion, as well as the biological attachment to the ocean environment, most of the countries which have rich ocean resources have set up very high standards and regulation requirements on the structure of offshore projects and increased the difficulty of design and construction. The complexity of offshore projects also put forward higher requirements to the projects management. The international offshore projects management has a complete management system from project contract sign to design, build, final delivery and tracking service during the using process, which reflect the whole process management of the whole life cycle.The main purpose of this research is to put forward a trying method of project planning and progress management against Jack-Up (hereafter short for JU) drilling unit under DSIC-Offshore mode, combining with my offshore projects plan management experience for working many years in DSIC—Offshore construction&project management and current progress management.This thesis introduces the important design parameters of JU projects, and mainly analyzes and discusses the status of organization structure, production management, project management and planning management of DSIC-Offshore. The thesis points out the problems on construction planning, e.g. planning and progress control, inadequate theory study, lack of a systematic, feasible and effective support system of planning standard, progress measurement standard and progress deviation control. For the above problems, the thesis puts forward the thinking and methodology of planning, progress measurement model design and progress control for JU projects.So far, JU drilling units are the biggest Jack-up drilling units in China, which are typical product of offshore projects. It is of profound significance for improving construction management and project management of domestic shipyard through studying planning and progress management for JU drilling units.
