Study about land intensive utilization evaluation scattered in urban planning, urban economics, urban geography, land resources management, and other different disciplines and fields, and it’s mainly focused on the development zone, nearly in urban and rural. It is a practical significance to develop a set of solution for Huainan urban and rural land resources intensive use with the rapid development and mature of surveying and mapping technology,GPS technology,GIS technology,database technology, which including data acquisition, data processing,integration management,comprehensive evaluation and decision support integration.Base map in Huainan is by sorting,analysising and processing presented remote-sensing image, topographic map,cadastral map,planning map and so on.This paper study on chooseing suitable land utilization appraisal target system, prediction model and estimation scale. Using GIS/GPS technology and spatial database technology, we designed the Land Intensity Evaluation System based on GIS/GPS technology, implemented using SQL2008+ArcSDE as the storage database, ArcGIS Engine9.3for the development platform, Microsoft Visual Studio2010C#as the development tool.The system implements the function such as project management, evaluate intensive use level, measure intensive use potential,output figures demanded, system tools, both to meet the intensive land-use management needs, but also be able to complete the urban planning and design assistance, and working for city planning programming, laying the foundation for the Digital Land and Digital City construction.
